Temporary workers accommodation proposed to move closer to Spicers Creek Wind Farm site

Squadron Energy is proposing to relocate temporary workers accommodation for the construction of Spicers Creek Wind Farm from Keswick Estate near Dubbo to a purpose-built, managed facility adjacent to the wind farm site.

The proposed change follows contractor feedback and internal safety considerations associated with the daily commute between Dubbo and the project site.

Under the proposal, accommodation for up to 600 workers would be provided during peak construction. The facility would be temporary and operated under strict management arrangements and existing environmental, traffic and amenity controls.

Squadron Energy Head of Project Development, Trish McDonald, said the proposed relocation is about worker safety and wellbeing.

“Fundamentally, moving the accommodation closer to the wind farm is intended to reduce fatigue, improve road safety, and help us attract the workforce we need in a highly competitive construction market,” Ms McDonald said.

“We understand the community may have questions and want to assure locals that feedback will help shape the proposal.”

A community meeting was held for Elong Elong residents on Monday 20 April 2026. A number of other face to face community engagement activities are planned.

A modification to the existing development consent for Spicers Creek Wind Farm is being prepared to relocate the temporary accommodation. The proposal will be assessed through the NSW planning process, including opportunities for stakeholders and the community to review information and provide feedback as the assessment progresses.

Squadron Energy remains committed to delivering social and economic benefits for Dubbo and the wider region. This includes working with Dubbo Regional Council and the community to shape a new community benefit package aligned with the proposed updated location for the accommodation.

We are also constructing the Dubbo advanced wastewater treatment facility and have redeveloped the Bellhaven Nursing Home as temporary accommodation for Uungula Wind Farm workers.  

How the temporary accommodation would operate

  • The facility would operate 24/7 during construction, with peak activity around shift changes.
  • Locating accommodation near the wind farm is expected to reduce daily commuting traffic between Dubbo and the project area.
  • Access would be via a dedicated entry off Sweeneys Lane, after the Golden Highway-Sweeneys Lane intersection.
  • Site rules, security arrangements and designated quiet hours would apply, with restrictions on evening movements off-site.
  • Facilities would include modular accommodation and central services for meals, first aid, recreation and administration, including on-site paramedic support during construction activities.
  • If approved, the accommodation would operate for the construction period and then be fully decommissioned, with buildings removed and the land rehabilitated.
